Definitions and methodology Municipality - place of drowning
In calculating the rates, the number of drownings in an administrative unit has been used by relating it to the mean annual population by place of residence in a given administrative unit (the source of the mean annual population is Statistics Estonia).
Toila municipality merged with Jõhvi municipality in November 2025 - from 2025, data has been summarized with Jõhvi municipality data.
29.05.2026 added rates for 2025.
The dataset provides an overview of drownings and the rate per 100,000 inhabitants by administrative unit in Estonia. The data are presented as distributions of drownings and the rate per 100,000 inhabitants, grouped by administrative unit, with the administrative division as of 01.01.2018. The dataset enables comparisons between administrative units and the examination of the relative prevalence of drownings while accounting for population size. The aim of collecting water safety indicators is to support understanding of risks and planning preventive actions in Estonia. Data source: Estonian Rescue Services Agency.
