Data are based according to Traffic Act § 224 penalties and Penal Code § 424 punishments.
Data includes persons, not number of penalties or punisments.
If the person's ID-code was unknown, then it's excluded from data.
Municipality - the place where drunk driver in charge of a motor vehicle is caught.
In 2016, when the caught place by municipality is uncrossed, but county is available (1 in Jõgeva, 1 in Lääne, 3 in Põlva, 1 in Tartu, 3 in Valga and 3 in Viljandi county), then these are counted in sum of the county and not brought out separately in 'Caught place uncrossed'. That is the reason, why the total number for these counties are bigger than sum of county's municipalities.
