Health insurance coverage is calculated using population data from Population Register.
Data collected as of 31st of December.
Data up to 2016 is distributed by the administrative division that existed before administrative reform. Data since 2017 is distributed by the administrative division that exist after Estonian administrative reform 2017 (valid from October 2017).

The dataset contains an overview of the number of insured persons and the share of insured persons in the registered resident population in Estonia for the total population (including children and older people). Data are presented as end-of-year preliminary register figures, reported by sex and county, with indicators “number of insured persons” and “share of insured persons in the registered resident population, %”. The dataset enables monitoring overall health insurance coverage over time and across counties, and comparing differences by sex for the total population. The purpose of collecting health insurance data is to ensure a systematic overview of coverage, in order to support assessment and monitoring of access to health care and the planning of policy measures. Data source: Estonian Health Insurance Fund; population denominators for calculating shares are taken from the Population Register
