Health insurance

DEFINITIONS

County — the place of residence based on Population Registry. It is classified according to the Classification of Administrative and Settlement Units of Estonia (EHAK) (see classifications and lists).

Number of residents with health insurance — number of persons insured by Estonian Health Insurance Fund, as of 31st of December.

Health insurance coverage — percentage of residents with health insurance, based on Population Registry, as of 1st of January next year, that means day after (example: people with health insurance as of 31st Dec 2017 / population as of 1st Jan 2018 × 100).

METHODOLOGY

Health insurance data are managed by Estonian Health Insurance Fund and their quarterly statistics are published on their database — years 2010 to 2021 (in Estonian) and their Power BI application — years from 2020 (in Estonian). Region where a person is insured, is based on their registered residency. Population data from Population Registry as of 1st of January next year (that means day after) is used for calculating the percentage of people with health insurance.

Persons who are insured and live in Estonia, but their county of residence is not known or they don't have permanent Estonian address, are under "County unknown / no address in Estonia". These persons are taken into account when calculating the percentage of people with health insurance for total Estonia.

CLASSIFICATIONS AND LISTS

Classification of Estonian administrative units and settlements (EHAK)
Classification is used in order to provide regional statistics. Data up to 2016 is distributed by the administrative division that existed before administrative reform. Data starting from 2017 is distributed by the administrative division that exist after Estonian administrative reform 2017 (October 2017). EHAK is available on the website of Statistics Estonia under the heading List of Classifications.
