Definitions and methodology Health insurance coverage is calculated using population data from Population Registry.
Data collected as of 31st of December. 2018 data of counties are based on addresses at April 9th 2019.
The data for people with health insurance is published for age groups 20-59, since children up to age 19 and the retired are usually automatically insured. Data including total population's health insurance is available in table RA02.
Data up to 2016 is distributed by the administrative division that existed before administrative reform. Data since 2017 is distributed by the administrative division that exist after Estonian administrative reform 2017 (valid from October 2017).

The dataset contains an overview of the number of insured persons aged 20-59 and the share of insured persons among the registered resident population of the same age in Estonia. Data are presented as end-of-year preliminary register figures, reported by sex, age group (20-29, 30-39, 40-49, 50-59 and total) and county, with indicators “number of insured persons” and “share of insured persons in the registered resident population, %”. The dataset enables monitoring the distribution of health insurance coverage among the working-age population over time and across counties, and comparing differences by sex and age group (children up to 19 and people of pension age are generally covered automatically, which is why the table focuses on ages 20-59). The purpose of collecting health insurance data is to ensure a systematic overview of the extent and changes in health insurance coverage, in order to support monitoring of access to health care and evidence-informed policy-making. Data source: Estonian Health Insurance Fund; population denominators for calculating shares are taken from the Population Register
