Definitions and methodology The data includes all persons (number of persons) treated or consulted at a psychiatrist's outpatient appointment in a calendar year (number of persons) on the basis of the final clinical principal diagnosis diagnosed in a patient for the first time in their life. Persons are included in the table once, unless one person has two or more different new psychiatric diagnoses registered as the principal diagnosis during the year, in which case they are all counted.
From 1998 to 2010 age groups for incidence data are presented only up to '75 and older'. Data for the age groups '75-84' and '85 and older' were not collected. Due to a change in the methodology for calculating new cases the 2015-2016 data have been corrected on 17.06.2021. Therefore, since 2015 the data of new cases are not comparable with the earlier years' data.
The data for 2024 is updated on 17.06.2026.
The dataset provides an overview of outpatient psychiatric care for mental and behavioural disorders in Estonia. The dataset presents the number of persons seen by a psychiatrist, shown as new outpatient psychiatric cases, based on the final clinical primary diagnosis; the data can be viewed by ICD-10 diagnosis groups, sex, and age group. For new outpatient psychiatric cases, a person is counted if the final clinical primary diagnosis has been confirmed for them for the first time in their life; as a rule, a person is counted once, but if two or more different psychiatric primary diagnoses are recorded for the same person in the same year, each of these is counted. The purpose of collecting and publishing the data is to provide an aggregated overview of new outpatient psychiatric morbidity, enabling the monitoring of changes across diagnostic groups and by sex and age group, and supporting the planning and evaluation of mental health services. Data source: National Institute for Health Development. The data is collected through the annual report 'Mental and behavioural disorders', submitted in A-veeb, the web-based data collection system, by all licensed providers of psychiatric services employing psychiatrists. Data collection is carried out under the Health Services Organisation Act and the regulation of the Minister of Social Affairs.
