Municipality - the place where misdemeanor took place. When the breach of public order (violation of Penal Code § 262) by municipality is uncrossed, but county is known, then these are counted in sum of the county. That is the reason, why the total number for these counties (in 2019: Lääne-Viru county) are bigger than sum of county's municipalities.
When the Alcohol Act violation by municipality is uncrossed, but county is known, then these are counted in sum of the county. That is the reason, why the total number for these counties (in 2017: Harju, Lääne-Viru, Saare county; in 2018: Rapla county; in 2019: Põlva county; in 2020: Pärnu, Viljandi county; in 2022: Võru county) are bigger than sum of county's municipalities.
When the misdemeanor drug use by minors (Alcohol Act violations, drug misdemeanors (Act on Narcotic Drugs and Psychotropic Substances and Precursors thereof), violation of Tobacco Act) by municipality is uncrossed, but county is known, then these are counted in sum of the county. That is the reason, why the total number for these counties (in 2017: Harju, Lääne-Viru, Saare county; in 2018: Rapla, Võru county; in 2019: Harju, Põlva county; in 2020: Ida-Viru, Pärnu, Viljandi county; in 2021: Lääne-Viru county; in 2022: Tartu, Võru county) are bigger than sum of county's municipalities.
When the drunk driving (violation of Road Traffic Act § 224) by municipality is uncrossed, but county is known, then these are counted in sum of the county. That is the reason, why the total number for these counties (in 2017: Jõgeva, Põlva, Tartu county; in 2018: Harju, Ida-Viru county; in 2019: Harju county; in 2020: Harju county; in 2021: Võru county; in 2022: Harju county) are bigger than sum of county's municipalities.
In calculating the rates, the number of misdemeanors in an administrative unit has been used by relating it to the mean annual population by place of residence in a given administrative unit (the source of the mean annual population is Statistics Estonia).
