Data are based according to Traffic Act § 224 penalties and Penal Code § 424 punishments. Municipality - the place where drunk driver in charge of a motor vehicle is caught.
When the caught place by municipality is uncrossed, but county is known, then these are counted in sum of the county. That is the reason, why the total number for these counties (in 2017: Jõgeva, Põlva and Tartu county, in 2018: Harju, Ida-Viru, Tartu and Valga county, in 2019: Harju, Pärnu and Tartu county, in 2020: Harju county, in 2021: Harju, Tartu and Võru county, in 2022: Harju, Põlva, Pärnu and Viljandi county) are bigger than sum of county's municipalities.

In calculating the rates, the number of drunk drivers caught in an administrative unit has been used by relating it to the mean annual population by place of residence in a given administrative unit (the source of the mean annual population is Statistics Estonia).
